Summary

The International Council for Local Environmental Initiatives (ICLEI) is a worldwide membership organisation of local authorities and their associations working to achieve tangible improvements in global environmental and sustainable development conditions.

One of ICLEI's key programmes is the Cities for Climate Protection (CCP) - Europe campaign, which has been running since 1993. The mission of the CCP campaign is to build and serve a world-wide movement of local governments who adopt policies and implement measures that achieve measurable results in local greenhouse gas (ghg) emissions, improve air quality, and enhance urban liveability and sustainability. The campaign offers a framework for local authorities to commit to developing climate protection policies and actions. 135 local authorities in Europe have joined the network and 76 are active within the CCP-Europe campaign. Internationally there are more than 570 local authorities, accounting for approximately 5% of global ghg emissions.

ICLEI's CCP -Europe continues to act as an advocate for local government before the Conference of Parties to the UNFCCC, highlighting local authority accomplishments and ensuring support for local authorities continuing work.

Results

Through its activities the campaign has developed into a movement of 76 participants in 15 European countries. And it has established national campaigns in Finland, the United Kingdom and Italy. In overall CCP - Europe campaign is resulting into financial savings for cities, businesses and citizens; job creation and local economic development; reduction of traffic congestion, improvement of air quality and enhancing community livability. Specifically CCP - Europe campaign achievements are.

• Generic tools and the CCP Greenhouse Gas Emissions Software have been made available; and the software has been adapted for the UK and Italy campaigns;
• Guidance and Training on the milestone approach to local climate protection and the use of the CCP Greenhouse Gas Emissions Software is supporting local authorities in their efforts to reduce greenhouse gas emissions;
• ICLEI's CCP campaign has built the local authority constituency and continues to act as an advocate for local authorities before the Conference of Parties to the UN FCCC, highlighting municipal accomplishments and ensuring support for local authorities' continuing work.
