The main goal of the Integrated Energy Plan was to give positive affects to the development of Frydlant microregion, the northernmost part of the Czech Republic and a typical example of a rural region influenced by unemployment and recession of local economy. The analysis carried out by two Czech, one German and one Austrian partner should support the municipalities as decision makers, which action to take, which measure to be implemented. Focusing on use of biomass for heating and wind power for electricity, 100% energy self-sufficiency can be reached in four municipalities forming SeCeSe microregion, the level of self-sufficiency would increase to 48 % in 2020.
Results
The most
important goals, the project pointed out to be realisable, are the increase of
energy efficiency and thus the stabilisation of energy demand on the 2000 level
till 2020, the increase of total energy supply from RES to 26% by 2020 and the
energy self-sufficiency in four municipalities forming SeCeSe microregion. The
key activity - awareness campaign - starts with an itinerant exhibition about
coherences of climate and energy use.
The total energy consumption in the area is 1 367 749 GJ (which is 379930 MWh, based on data of the year 2001). 24 % of this sum is electricity mostly imported from outside the region. The biggest share in current energy consumption has the use of brown coal with 43 % of total sum or nearly 60 % of consumption excluding electricity (heating etc.), whereas the largest consumer, a company uses 239 598 GJ of powdered brown coal, which is 23 %. Share of renewable energy is still quite low, less than 5 %, whereof biomass has major share, use of solar energy, water and wind power nearly negligible.
Beginnings
are marked. A small biomass district heating system with a capacity of 350 kW,
2 windmills, installed in May 2003 with capacity of 600 kW each are the first
steps. The potential for use of biomass is high, especially because of unused
agricultural land areas, which makes up approx. 39 % of total agricultural resources,
growing of energy crops seems rather promising, could cover nearly the whole demand
for heating; even if it is a long term measure, the level of self-sufficiency
would increase to 48 % in 2020.
Recommendations and action plan do not focus on realisation of installation, more on organisational measures, creating infrastructure and instruments like energy consulting, awareness campaigns, education and trainings to reach the goals of self-sufficiency in using renewable energy.
An itinerant exhibition about coherences of climate and energy use will be shown in schools.
Significant for the region: the Polish power plant in Turów, only a few kilometres away within the range of vision, is the biggest plant using brown coal for electricity production (without using heat currently) in Europe.
In future windmills, producing electricity environment-friendly, could become the significant sight.
