Report: ALTENER 4.1030/Z/01-003: ADMIRE-REBUS - Assessment and Dissemination activity on Major Investment Opportunities for Renewable electricity in Europe using the REBUS tool
 |
Project website: www.admire-rebus.net
Project Start: 2001
Coordinator: Energy Research Centre of the Netherlands, The Netherlands
Status: Ongoing
|
Project Results
- 15 country workshops to disseminate and discuss results of recent EU-projects
with potential investors in renewable electricity;
- Version of the REBUS model adapted to the needs of potential investors
(ADMIRE-REBUS model);
- ADMIRE-REBUS model transferred to 6 project partners
- Improved insights in the following aspects of the green electricity market
- market value of green electricity, i.e. the sum of the electricity part
and the green part of renewable electricity production
- absolute size of the green electricity market under different possible scenarios
- the major interesting investment opportunities in Europe, including the country
and location of production, the technology deployed, the cost of production and
the expected return of investment on those locations.
- 15 country workshops to disseminate improved results
- Presentations on the ADMIRE-REBUS results at conferences
and stakeholder meetings, such as the general meetings and country meetings of RECS.
Project Abstract
The main objective of ADMIRE-REBUS is to reduce barriers to further development of renewable electricity production in the EU, particularly:
- Uncertainty on the side of potential investors on the size and value of the EU green
electricity market in the coming decade
Lack of full knowledge on the major low-cost renewable electricity production
locations
This concentrates on the following:
- Reducing uncertainty among potential investors regarding market size and value of
the green electricity market
- Identifying major low-cost investment opportunities in Europe
- Dissemination among (potential) investors in renewable electricity of the insights gained
during recent EU-projects on green electricity and of the insights gained in the analysis part
of this project.
Project Description
The two main actions that will be carried out in this project to achieve the
objectives are:
- Dissemination of relevant insights in the development of the renewable
electricity market; based on recent previous projects
- Development of new insights in the workings of the green electricity market that
will, once disseminated, reduce the uncertainty about market size and value of the
green electricity market.
Work in the project focuses on the organisation of two rounds of country workshops.
These workshops will be organised in each of the EU member States, with the major
stakeholders as target audience (large as well as small renewable energy investors).
Presentations at these workshops will inform on:
- Renewable electricity developments in all EU Member States; based on
earlier work from InTraCert and RECerT projects
- Policies and experiences with policy instruments such as green certificate markets;
based on earlier work
- Outcomes and discussions on green electricity market simulations
- Results of calculations with the ADMIRE-REBUS model on green certificate
prices, national deployment of renewable electricity, interaction with national support
schemes.
- Analysis on effects of barriers as planning procedures and industry growth limits
- New insights on transaction costs, investment criteria and risk assessments in the
renewable electricity market
