Case Study: Public Participation in Travel Policy - Copenhagen, Denmark

Synopsis

At the end of 1996, the city of Copenhagen adopted a new plan of action entitled the "Traffic and Environment Plan for Copenhagen", the principal aim of which is to reduce motorised traffic and its associated problems (atmospheric pollution, noise, fumes, etc). The Municipality of Copenhagen set up a process of public participation as part of this plan. One project involved a square in an old part of the city, a problem area where the police were having difficulties with drugs, prostitution, etc. The Municipality's Transport Department published an announcement in a local newspaper informing the residents involved about the meeting that was to be held. A plan of the initial project was also published. Any residents who wanted to be involved with the new plans for the square were invited to this first meeting. The deputy Mayor responsible for transport, representatives of various municipal departments and the architect in charge of the project were present. At the meeting, the way that the participation process would operate was explained. The architect gave a detailed presentation of the initial project. A film was shown that illustrated how the Transport Department envisaged the new layout of the square would function. During the 2-year public participation process a total of a dozen working meetings took place. Those involved always worked in a constructive manner, and no major obstacles were reported.
