Case Study: Third tariff for parking between city centre and ring road - Gent, Belgium

Synopsis

Many cities have paid parking in the centre and its immediate surroundings. In Gent the zone of paid parking is much more extensive and comprises the whole area within the city's ring road (which has a perimeter of 11 km). This means that there are approximately 17,000 parking spaces. The price for parking differs according to the location. In the very centre, parking tariffs are very expensive and discourage long-term parking, whereas the area between the heart of the city and the ring road makes use of the so-called 'third tariff'. The tariff does not make it impossible to park for a longer time, but it does encourage to look for alternatives. The fee is currently 2.5 € per day. Residents of this area have a free parking card.

The principal objectives of Gent's parking policy are:

• to discourage car use while maintaining visits to the city in its social, economic and cultural role,
• differentiated pricing policy according to place and time,
• peripheral parking policy,
• parking management through monitoring,
• creation of new parking facilities in relation to new activities.
