Case Study: Déplacements - Horizon 2010 Project - Grenoble, Urban Community, France

Synopsis

While a public debate was underway as to whether or not to build a new motorway link in the urban area, the Urban Community of Grenoble Alpes Métropole decided to enlarge the scope of its deliberations so as to integrate all modes of transport. Two firms of consultants were given the task of coming up with proposals for a new organisation of transport from 2010 on that would promote a mix of the various modes. In 1996, Grenoble Alpes Métropole launched a wide-ranging awareness-raising campaign which was aimed at improving travel conditions within the Grenoble urban area. The "Déplacements Horizon 2010" project was the medium used for the campaign. The project's aim was to promote environmental protection and provide more efficient and practical ways of travelling whilst taking citizens' expectations into account.

The local population was actively involved in the project through surveys, think tanks, public meetings, opinion polls, studies, etc. On 5th March 1999, the elected representatives outlined the urban community's travel policy, the objective of which is to reconcile quality of life, environmental protection, economics and practicality. As a result, the project main objectives have been integrated into the local transport plan and in the measures taken to implement it.
