Within the SIWERM project local municipalities and regions from Italy, Poland and Greece worked in a practical way on the successful implementation of wind energy.
Wind energy is one of the most cost effective Renewable Energy Solutions. Ambitious European targets are defined for it. It is also the most 'visible' RES. Therefore, it is the best possible advertisement for green electricity; on the other hand it causes the fiercest resistance among citizens. Due to the size and number of an average wind plant, it is subject to spatial planning procedures. These and other criteria that are decisive for successful implementation of wind energy, play a role mainly at a local level.
The SIWERM project ran from June 2003 up to February 2005. In April 2005 the Final Report was submitted together with a Publishable Summary explaining lessons learned and best practices. One of the conclusions is that:
SIWERM has developed a proven process that can facilitate local governments to realise wind energy. Barriers are solved and stakeholders work together in a constructive way building turbines up to the 69,900 MW wind energy in 2010. SIWERM has the ability to increase the rate of success and accelerating realising over 10,000 MW within ten years. Communication and involvement of all stakeholders are the main aspects of realising this target.
