EU Connects West-Midlands proposes to develop and implement an energy efficiency programme for low income households, learning from existing and best practice financing and delivering measures in this sector. Low income or 'fuel poor' households often cannot afford to finance their own measures and/or need further financial support to pay the full cost.
The project would therefore complement existing local and national grant schemes for low income households, and also the energy performance certificates awarded through the EPBO.
Partners could include housing authorities/social housing; energy officers/organisations; local/regional authorities; sustainable energy suppliers/installers; financiers eg ESCOs.
