- set up aprogram to improve energy performances on a regional basis, joining to the CoM and so elaborating a SEAP and an InvestmentProgram.
- evaluate the impact that local public bodies such as SOELIA could have through investing, acting as an ESCO.
The concept is to first to set up investments in Argenta public proprieties in the area of renewable sources as well as energy efficiency and saving (for example placing PV collectors on public roofs and refurbishing public building ).
A further objective is to encourage private eneterprises to move in the same direction, with such organisations playing a key-role, acting as an Energy Service Company, at first in relation to the Municipality and then covering local enterprises located in the industrial sector, and finally, on a broader basis, including all privates organisations, citizens and companies.
Hence, local public bodies could lead a move towards a green economy, encouraging local businesses through specific calls for tender.
For example, organisations such as SOELIA might promote the set up of PV modules on private buildings with asbestos roofs (estimated 300.000 m2 in the Argenta area alone), resulting in both energy and environmental benefits. Once an agreement was reached with the private sector and a critical level of investment had been identified, a call for tenders could be delivered.
SOELIA is convinced that their project could be a good example to show how local public bodies can promote sustainable development at a local level, leading a shift toward a green economy, fostering the growth of employment, resulting in high added-value for the impact on jobs and social issues, with the opportunity for replication on a broader context of this model.
