In May 2002, The European Commission asked an independent expert to carry out a study to assess the development of the European Research Area (ERA) in non-nuclear energy (NNE) research.

The main objectives of the study were to:

  • Obtain an independent assessment of the progress being made in NNE research towards the establishment of the ERA;
  • Assess the barriers to further development of the ERA in NNE research;
  • Provide recommendations on actions that could be taken to stimulate the process.
