Co-ordinated distribution system of provisions - Borlänge, Sweden

Synopsis
Borlänge is located in the Dalarna region in Sweden. Both the Swedish National Railway and Road administration are situated in the same area of Borlänge, as well as the university and several important technical and research companies. They co-operate in several fields, the one of transport in particular. The area is in an expanding phase and has become a research district for new technical solutions. It also has its own environmental programme, in the framework of which a sustainable transportation system is prioritised. In the Dalarna region, four municipalities have developed a procurement system designed to support local and regional business whilst at the same time accruing both economic and environmental benefits. The idea of a co-ordinated distribution of provisions arose in 1999, as a result of several years of discussions regarding the need of a reduction of the municipality's own transports. The co-distribution of provisions includes schools, nursery schools, the homes of elder people and other local units within the municipalities. The provisions and the distribution of the same are both separately purchased, which makes it possible for the authority, within the limits of "the laws of public purchase", to set up environmental demands on the transports.
