The Thematic Strategy on the Urban Environment was adopted by the Commission on 11 January 2006.
The Strategy is accompanied by an Impact Assessment covering its social, economic and environmental consequences.
The Strategy is based on the results of extensive consultations with a wide range of stakeholders. Consultations began in 2002 with expert working groups on different issues, a large meeting with stakeholders and research reports.
An interim Communication "Towards a Thematic Strategy on the Urban Environment" was adopted in February 2004 to seek the views of stakeholders on the ideas under consideration. Comments and opinions received on the interim Communication are available by clicking on the link above.
Cohesion Policy and cities: the urban contribution to growth and jobs in the regions
The European Council of March 2005 reaffirmed that "Europe must renew the basis of its competitiveness, increase its growth potential and its productivity and strengthen social cohesion, placing the main emphasis on knowledge, innovation and the optimisation of human capital." The Council underlined that the Union must "mobilise all appropriate national and Community resources - including Cohesion Policy."
In line with this objective, the European Commission has proposed that Cohesion policy should strengthen this strategic approach for the next period, 2007-2013. Accordingly, it has issued draft Community Strategic Guidelines for Cohesion, adopted by the Commission in July 2005, which set the European agenda for growth and jobs as the main priority for Cohesion Policy.
