PV Policy Group - Improving the European and National support systems for Photovoltaic

The European PV Policy Group is a network of national energy agencies (in the first place representing 8 EU countries and more than 90% of European solar market), complemented by the EC's DG Energy and Transport and EPIA as transnational PV industry association. It was designed to exchange knowledge and ideas on key policy issues for PV promotion, not only on national level, but also with regard to an EU-wide alignment of support schemes and market monitoring systems from 2006 on.

The "PV Policy Group Joint Action Plan and Position Paper", together with a summary and conclusions of the project and the position paper, was published in July 2007. This document is the result of a joint action from 8 energy agencies in Europe together with EPIA and the company WIP, it was elaborated within the frame of the project "PV Policy Group - Improving the European and National support systems for Photovoltaic". The document provides:

A Position Paper with concrete recommendations for PV (Photovoltaic) policy design in the following fields:

  1. PV strategies and their implementation
  2. Regulatory frameworks
  3. Financial support measures
  4. Monitoring systems

An Action Plan that is designed to contribute to the optimisation of PV political support throughout Europe. It proposes five cross-national joint actions:

  1. Continuation of the PV Policy Group project to support the introduction of PV strategies and their implementation on national level
  2. PV in the built environment
  3. Grid access regulations for small, decentralized PV and renewable energy systems
  4. Financial support for PV - Establishing innovative financial instruments for small-scale PV projects
  5. Concept for a pan-European monitoring system

These documents should serve as a reference to policy makers to improve the existing and functioning of support mechanisms for photovoltaics.

In addition an action plan for several countries has been defined, including: Austria, France, Germany, Greece, Portugal, Slovenia, Spain, The Netherlands.

The PV Policy Group project was co-financed by the Intelligent Energy Europe programme from January 2005 until April 2007.
