ManagEnergy Sectoral Advice Facility

1. What is the Sectoral Advice Facility?


The purpose of the Sectoral Advice (SA) Facility is to make short-term expert assistance available free of charge to Local and Regional Energy Actors, such as Energy Agencies in a rapid and uncomplicated manner. Simply put, this allows Local and Regional Energy Actors (LEAs) the possibility to request the services of an expert in a specific technical or non-technical area, and LEAs can expect to receive approval within a couple of weeks (provided the application request is thorough and professionally presented). Joint applications from a number of LEAs are particularly welcome. Initially, it is envisaged that each individual sectoral advice mission would be for a maximum of 5 man-days.

2. In which areas can ManagEnergy Network Members request expert support?


For the time being, assistance under the SA Facility can be requested in the following sectors, but applications in other areas will also be considered:

Advice to LEAs on non-technical issues such as management, planning and sustainability-related issues (in particular for recently-created Energy Agencies) is also available.

The SA Facility also offers support in the planning and organisation of the energy-related events of LEAs, this could include assistance with creation of content for seminars and meetings, design and planning of events or provision of expert speakers.

3. Sectoral Advice Expert Pool


A pool of almost 30 experts has been assembled, from which experts will be contracted by the ManagEnery Support Team to work with the LEAs. This pool will be expanded during the coming months. Summary profiles of these experts are available for your information.

4. Criteria for Using the SA Facility


Assistance made available via the SA facility should meet a number of broad criteria:

5. Requesting support under the Sectoral Advice facility


The application process is simple and involves 3 steps:

  1. Request submitted by a Member of the ManagEnergy Network
  2. Assessment by ManagEnergy Support Team in Brussels
  3. Final decision by European Commission

Step 1: Submit your request: In order to apply for SA Facility assistance, first ensure that you are a Member of the ManagEnergy Network. If you are not already a Member of the ManagEnergy network, click here to apply. Once you have been approved for membership, you will be able to download and complete the short 2-page SA Request Form from the Network area of the site. Requests should be submitted in English where possible - where this is not possible please email or telephone the ManagEnergy Support Team.

Step 2: Assessment by ManagEnergy Support Team in Brussels: Once a ManagEnergy Member has submitted a request for Sectoral Advice this will be reviewed by the ManagEnergy Support Team in Brussels which will also identify an appropriately-qualified expert and provide a recommendation to the European Commission.

Step 3: Final decision by European Commission: The European Commission will have the final decision. Following approval, the ManagEnergy Support Team will then proceed to contract the expert identified and make contact with the applicant LEA to launch the SA mission.

We expect that the application process will take no more than 2-4 weeks. However, once a request has been approved, it is possible that the actual start of the SA mission may be influenced by the availability of the expert.

Note: to access the SA Application Form you will be asked to enter your ManagEnergy Network username (membership number) and password, so please make sure you have them to hand. 7. Sectoral Advice Reports


The following Sectoral Advice Reports are available in the Network Members section of the website. You will need to enter your ManagEnergy Network username and password in order to access them.
