Financing energy efficiency projects in Lower Austrian cities

Summary

In times of low budgets and rising energy prices, energy conservation is of particular importance for communities. During this symposium, which was held in the Hypo Landesbank in St. Pölten, possibilities for communities to reduce costs and to become more independent from the rising energy prices were presented. The focus was financial instruments, esp. energy performance contracting. On the second day of the symposium a stakeholder-workshop was held in the office of the Energy and Environment Agency Lower Austria (eNu) in St. Pölten to discuss the design of a future “energy performance contracting-programme” in Lower Austria.

Symposium on June 5, 2013

The focus of the meeting was on how to increase energy efficiency in municipal buildings through the implementation of energy performance contracting projects. 80 community representatives used the opportunity to improve their knowledge.

Workshop on June 6, 2013

On June 6, 2013 measures for improving the framework conditions in energy performance contracting in Lower Austria were discussed. A juxtaposition of experiences of the Lower Austria communities and prototypical examples of good practice from other states and regions took place. The aim of the workshop was to build a support infrastructure in Lower Austria and/or a energy performance contracting programme by using positive experiences from Upper Austria as well as the results of the symposium.

The target groups of the workshop were the competent authorities of Lower Austria, the Federal Government, the DECA Association and representatives of important stakeholder groups. The participants were invited personally.

Conditions and requirements were discussed and a possible division of responsibilities between the participants has been developed. Additionally the Upper Austrian Energy Association and GemNova presented their experiences in energy contracting.

Dr. Herbert Greisberger summarizes: "The preconditions are good, i.e. in Lower Austria through the Energy Efficiency Law, the infrastructure with the energy managers, the community consultation of the eNu, the energy advisers of Lower Austria and the very good relationship between eNu, the Lower Austria Government and the communities in Lower Austria. In addition, the DECA Association offers support and the Upper Austrian Energy Association shows us how energy contracting projects function in Upper Austria."
